The First District is situated within the City of Philadelphia. It encompasses:

• All of South Philadelphia East of Broad Street -- the neighborhoods of Hawthorne, Pennsport, Bella Vista, Queen Village, and Whitman;
• A section of South Philadelphia West of Broad Street -- Girard Estate, Grays Ferry, Point Breeze, and Packer Park;
• All of Center City -- the neighborhoods of Old City, Washington Square, Society Hill, Rittenhouse, Chinatown, and Logan's Circle;
• Parts of North Philadelphia -- the neighborhoods of Spring Garden, Fairmount, and Brewery Town;
• An area along the Delaware River -- the neighborhoods of Northern Liberties, Port Richmond, Lower Kensington, and Fishtown;
• A portion of Southwest Philadelphia -- the neighborhood of Eastwick.
• The Navy Yard, the Sports Complex, and the Philadelphia International Airport.

• 1, 2, 5, 8, 14, 15, 25, 26, and 39;
• and parts of the following wards:
• 18 (Divisions 1, 2, 4, 5, 6, 7, 10, 11 and 12)
• 29 (Division 10)
• 30 (Divisions 3, 7, 8, 9, 14, 15 and 16)
• 31 (Division 07)
• 36 (Divisions 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 15, 16, 17, 18, 19, 20, 21, 22, 29, 31, 34, 35, 36, 37, 38, 39, 40 and 41)
• 38 (Division 9)
• 40 (Divisions 30, 38 and 40)
• 48 (Divisions 1, 2, 5, 12, 13, 14, 17, 18 and 20).
